I'm not sure we need to take it that far.  Maybe the admins that wish to have 
their servers in the official jabber.org public server listing can just 
provide a URL to their registration page.  AFAIK, chrome.pl enforces 
web-based registration, so it is indeed possible, we just need more servers 
to do it.
