I am just talking about a way of having the client receive a message 
when it attempts registration that says 'registration is not allowed, 
but this webpage might be useful'. If a third of sites provide no 
registration, a third provide in-band registration, and a third provide 
out-of-band registration, it is very difficult to a client that knows 
how to present the option of creating a new account to the user.

That said, perhaps the client just has a 'Register New Account...' 
button which queries the jabber.org public server listing, and that 
public server listing also includes registration requirements. Then 
clients can fetch that URL and display a list of servers which advertise 
public registration.
