[JDEV] Presence subscription

Its definitely not the problem of not sending a presence availability, or of not picking up the roster!!! It workes perfectly well on linux - the
first thing my client does when a user logs in is send an available packet
and then retrieve the roster...  so why, on windows does it not receive presence packets?, only send them!!!!  Someone hinted to me that it may be a jabberbeans problems but I doubt it.
