[JDEV] karma and rate limiting...

Whilst working on some unit tests trying to work out why some tests were 
randomly failing, I noticed something about connection rate limiting in the 
error logs.  Is this the <karma/> stuff I see in the jabber.xml?

<log type='warn' from='io_select'>192.168.0.112(13) is being connection 
rate limited</log>
