[JDEV] Think I found a new bug in the ICQ transport

Hi!

I think I found a new bug in the ICQ transport. If an ICQ user has 8 bit
characters in his ICQ description, these characters are not converted to
unicode ... (and e.g. gabber crashes if it gets such a <DESC>).
