[JDEV] Clarification of mailing list scope

Did we ever clearly set out exactly what should be in JDEV and what should
be in JADMIN?

For example, which mailing list should receive questions about compiling
the server or the transports.  I would assume JADMIN in most cases...

It seems at the moment a good number of the messages are being posted to
both lists which just means we have to read the damn things twice!
Obviously this may just be a transitionary thing but it would be good to be
very clear what types of postings belong on what list.
