[JDEV] 1.4final announcement

Never mind.  I now see the in-directory note is the distribution
download:

  WARNING: these are not released yet, we are in the final
  verification and testing stages, as well as building the different
  platform binaries and packages!

It's more clear now that there's additional work necessary before the
dev.jabber.org announcement.  My apologies.
