[jdev] Extra file transfer metadata

Good afternoon,

I need some way to include some extra metadata in file transfer offers,
so I came up with a proto-XEP:

It's my first attempt at a XEP! Champagne all round!

Before I go ahead and implement this in Telepathy, are there any
comments, is there a smarter way of doing this, or have I missed that it
has already been done?
