[jdev] My proposal: Jingle File Transfer and XTLS support for gajim

Hi, Kevin
This proposed timeline is planned as a sort of "worst case" schedule.
i.e. How much time do I spend on each feature if I use up all 11 weeks. It
roughly shows how I think about the difficulty level of each feature. As an
example, the first week is used to find incompatibility between gajim's
implementation and the current standard. But most of the documents revisions
are clarifications, so this phase should take less than 1 week. The extra
time will be automatically redistributed to other tougher parts such as
XTLS.
I will devote the last week to further improve documentation and write
tests.
And I have added to my proposal a brief introduction to my academic
experience.
Thank you for your advice!
