[jdev] Query On Active Privacy List

 Hello everybody. 
 I have few queries. If anyone could answer it will be of great help.
Reference : http://www.xmpp.org/extensions/xep-0016.html#protocol-active
Privacy List.

1) In Section 2.4 Managing Active Lists
Example 14. Client declines the use of active lists by giving
<iq from='romeo at example.net/orchard' type='set' id='active3'>
<query xmlns='jabber:iq:privacy'>
  <active/>
</query>
</iq>

Ques:- In case the client declines the use of active lists, how the server behaves ? 
a) Will default list be the active list now ? 
As before defining any active list, the default list is the default active list.
