[jdev] Admin Address Server requirements

The very first feature listed on the Jabber.ord server features page
(http://www.jabber.org/software/serverfeatures.shtml) is "Admin
Address".

The complete description is, "Messages sent to the server hosttname are
copied to configured server administrators".

I went looking for a JEP that describes this, or anything with more
detail, but didn't see anything. There are some questions that I've got:

- Should these messages be queued for offline delivery? 

- Should delivery follow standard presence rules? 

- Should messages sent to "server/resource" be allowed? 

- Should a particular's administrator's privacy list be applied to these
messages? Should there be a privacy list for the server address by
itself?

- What message types are allowed (Chat? GroupChat? Headline?)

- If an admin replies, should the reply messages have a fudged "from"
address so it look as if they come from "server", rather than
"bob at server/resource" ?

- If no admins are configured, should the sender get a bounce?

- How about more fluid domains other than just "server". For example,
"conference.server", or "private.server" or "pubsub.server". These seem
as if they should accept similar messages for specially configured
administrators.

In general, does this feature really belong on a server feature page?

(... "The software includes a README file that describes how to install
and use the software" is in there, which really makes me scratch my
head.)
