I made some tests with port 5269 of several servers and no "to"
attribute. One server implementation puts there empty "from", other
puts a value of "to" from incoming stream (even if hostname in "to" is
incorrect), and other gives stream error.

On 5222 port some servers give proper "from" in reply to bad request.
