Both the client and server (Exodus, XCP) I have worked on currently
are not using the FORM_TYPE field at all for either config or
registration. They are both just using non-specified xdata forms to do
processing. The server really ought to be fixed, so I'm ambivalent as
to which we choose. For the client, I'm not doing any special GUI 
processing other than displaying a normal xdata form so it's not
really that important IMO.
