Yes, I'm working for a company similar to ISPs. We're going to offer
free IM service to customers.

People might ask is it possible to let 1 million concurrent users to
use our service. I know, it might be much difficult than the technical
solution. But my boss said that its a business issues. He'll make it
happen if we give him the product.

Then the question becomes
Is it possible to use jabber/XMPP based solution?
client-to-server-to-client vs peer-to-peer, which one is better to fit
my requirement?

We also consider commercial solutions. So that, we're able to focus on
the client part and make the user experiences better ;-)
