As far as i can tell, that's not a valid speex prefix. Configure  
looks for PREFIX/include/speex.h or PREFIX/include/speex/speex.h. and  
then for PREFIX/lib/libspeex.so.
In your case, your prefix is /usr, but that's a default so you  
shouldn't need any --with-speex parameter.
