Because it has not been updated in 6+ months and so was automatically 
deferred. What needs to happen is that temas (or someone else) needs to 
fold in the changes he proposed on the wiki:

http://www.jabber.org/wiki/index.php/Avatars

Then a revised version of the JEP can be published and we can move 
forward.

I will poke temas about this or just do it myself. :-)
