Realistically, though, they do have to agree anyway. Can you normally
telephone someone without the other end picking up the phone?
In any case, perhaps Pub/Sub is the way to do this, if you're intent on it
being transmitted as a result of a subscription. Otherwise you can't really
distinguish the people who do care about these presence extensions from the
people who don't.
