Hi,
I have done this in other protocols, but have not seen it in Jabber.
I might add that you should consider at least a 2 step filtering, maybe n steps. We have a customer who needs the moderator filter plus a second step where the filtered lines are forwarded to a second mod who again selects postings for release. Especially in VIP chats, they do not want to flood their VIP guest with all the user input. So, an employed mod pre-filters before the VIP-mod gets it.

Subject: [jdev] Moderated Conferencing
Hello All,
Does Jabber support moderated conferencing wherein messages posted by all members of a room are watched by a moderator and then passed on to all members if he approves of it.
If not Jabber, does anyone know of any other application which supports this.
Awaiting response.
Regards,
Ritu
