I believe that misrepresentation would be an issue. This could probably
be dealt with via policies - if a client is misrepresenting an issue,
there should be a pretty clear process for getting it resolved. 

Unfortunately, this process must assume that the entity in question is
actively attempting to misrepresent themselves.
