There is this sentence:
The cancellation is raised by sending another jabber:x:event;
however, in contrast to how the events are usually raised, no
<composing/> tag is sent, just an <id/> tag
Agreed, it is not very clear, however it seems it means that for
cancellation client must send the same as for event raising, but
without event tag.
