[JDEV] JOSL in a text file

I wasn't able to locate a text (non-HTML) version of the JOSL.  So, I
grabbed the text of teh HTML version from:
   http://www.jabber.org/about/josl.php

I wanted to bounce this off the list before using it.  Is this an
acceptable transcription (copy & paste, and formatting) of the JOSL?

It seems that section 15 of this should be changed based on the
individual application.  Is this correct?  If this is the case,
shouldn't the author(s) of the applications include a modified version
with their source code?
