[JDEV] New jabber python library

1. There are about of 40% code that come from jabberpy (though heavily 
modifyed). And in many places it have similar API so writing a 
"additional module for backwards compartibility" will be easy. Such 
possibility was one of the goals of design since we talking of "replacing".

2. If it will be different project it will have different name - not 
just "2" appended to old name.
