[JDEV] Problems compiling MySQL under Cygwin

The MySQL binaries for Win32 have the include and lib files in sub-folders of the main mysql folder.

Normally c:\mysql\include for the include files and either  c:\mysql\lib\debug or c:\mysql\lib\opt for the libs.
