[JDEV] Conference Rooms and "Away" Status

When you send non-directed presence, it broadcasts out to every person 
on your roster with a subscription type='from' (or 'both').  The only 
time presence is broadcasted out to entities not on your roster is to 
entities who have received directed presence (such as a conference 
room), and only when on a change to unavailable.
