Those things would be the burden of the client developer. We are 
currently working on protocol extensions to handle feature negotiation 
between clients. Check out the various JEPs on jabber.org and read 
through those to see if thats what you want. You are going to need to 
use H.323 or whatever, because I don't think you will be wanting to send 
that stuff all munged up as XML through the jabber server :)
