The 'jabber:iq:oob' or 'jabber:x:oob' namespaces should be used for file transfer -- clients shouldn't open up browser windows for URLs in these spaces.  Links should be in the the <body/> or XHMTL space.

Any random non-reserved port, preferably a high number.
