[JDEV] digest settings for this list

At the request of a list member, I have changed the digest settings for
both JDEV and JADMIN to send mail in MIME format rather than plaintext. I
have also increased the digest size from 30k to 40k. If you have concerns
about these settings, please email me off-list.
