Go to jabber.org and click on "protocols" under the "foundation" heading in
the left navigation list.  See the existing JEPs for format.  It is a good
idea to subscribe to the standards-jig mailing list and post your proposal
to standards-jig.  Once you have a basic document together, either link to
it or post it to standards-jig and someone will help you enter it into the
JEP process.
