[JDEV] Offline messages

Can someone tell me how offline message delivery works?? I can't find any mention of it in the protocols.

I just assumed that when the user came online, the messages were delivered to them as normal message packets.  If this is the case then my client isn't noticing the packets - do I need to fetch offline messages explicitly??
