[JDEV] JEP-8 User Avatars in Jabber

The proposal was embedding avatars in presence, which would not scale.
Hopefully avatars will be reproposed once we have standardized on a
discovery mechanism and publish/subscribe mechanism - its an interesting
feature for IM.
