And what gauge would be used to determine if the project "really will be
done"?  Is a project with frequent version changes  any better than a
project with few version changes?  What if a project doesn't have a
release version for several months, is it to be considered dead and not
worth hosting?  

In short, opinions will differ regarding whether a project "really will
be done".  Heck, I don't believe any of my projects will ever truly be
done.  Rather the projects are a constant "work in progress".  However,
that brings us to "What is progress?".
