[JDEV] New html tag in messages

I'm not sure exactly what you are asking, but in most clients, if a user types
in <, >, or &, the client should convert it to <, >, or &. This is
different if the client is actually wanting the user to send actual protocol.
What do you mean by HTML? Do you mean XML?
