[JDEV] Two presence packets

Hi All,
       I have upgraded to the new jabber server 1.4.2 and observed that the 
server was sending two presence packets whenever a buddy comes online. The 
only difference between the two presence packets is that the later one 
contains time-stamp. Is this a feature in new version of server ? I pasted 
the xml below.
