[JDEV] manual spool/user.xml creation problem: <hash>X</hash> problem maybe?

I believe that is the users 0k auth token.  You can't just make these
up.  If you are already inserting passwords, just leave this out.
Otherwise users need to register to correctly reset their token.  If you
generate accounts and want users to then user 0k, you can just have them
reregister to reset 0k.
