[JDEV] manual spool/user.xml creation problem: <hash>X</hash> problem maybe?

I am trying to create the user.xml files manually from a perl script.
It does not seem to work though... I have even taken existing <user>.xml
and renamed it, and changed the password, and this to seems to produce a
"User is not autherized" error on the client.
I believe that this problem stems from the
<hash>b1bd0055a58ceeacf321c456b10f3eb7f2675e13</hash>
entry in user.xml. I assume that the <hash/> is a m5(?) hash of
something (maybe the password, or username) but am not sure...
can anyone explain how to create a "user.xml" file manually?
