[JDEV] Where are JECL libs?

Tigris.org scheduled downtime to move their server to a new facility or something... I can't remember for sure what the date is but I haven't seen any mail from their mailing lists today either so it's probably today... I think they said it would be 4 hours but it does look like it might have ended up being somewhat longer.
