[JDEV] Pooled users/groups?

Good morning, all.  I've been asked to investigate IM solutions for my 
company.  I implemented Jabber probably a year ago and it has been working 
very well as an unsupported solution, but now I'm starting the process of 
requirements gathering to help decide what we really need and what other 
solutions are available.  Jabber is, of course, my first choice, but  I 
need to keep an open mind (not an easy task).

The first requirement our solution must meet is having a virtual user 
which is comprised of many other users.  When someone sends a message to 
the virtual user, the message is routed to a member of the group, based on 
some kind of algorithm.  One possible use of this is in a helpdesk 
environment, where a user sends a message to support at jabber which is then 
routed to the "least busy" user.

Would it be possible to implement this functionality in a 
component/transport?
