[JDEV] MSN Presence Information

In doing testing on a couple of different servers, it appears to me that MSN
presence information is not reported correctly. I am unable to see the
presence of MSN users that I know to be online. The MSN transport itself
appears to be working OK.  I have seen some related issues raised in the
archives of this list, but I haven't seen a resolution or explanation. Can
anyone help here?
