I have unrestricted outbound, so after the new AIM transport (thanks Thomas)
I was able to get AIM, MSN, Yahoo to work. I'm assuming that ICQ works the
same way as the others and there's another issue (ERROR: Server error!
Request Timeout).

Since it seems that nothing (than say, the update.jabber.org bounce) would
be the issue with ICQ, I'll look to see if there are other issues. Thanks
for your help!

Are you talking about having your server behind your firewall and
enabling the transports to communicate outside to those other services?
There are certain additional ports you'll need to open (unless specified
differently in the jabber.xml config file):
