[JDEV] authenticated registration

Hey, you're right! I commented out both the <register/> section and the
<mod_register/> line in the <load/> section, and my server did create
the test.xml file when I attempted to create a new account using Jarl.
Then I used my handy-dandy telnet client and I was able to log in.
Methinks you've found a bug!
