[JDEV] authenticated registration

I have tried commenting out this register section before and it doesn't
work.  Using JabberIM, you can't register the first time, but the server
still creates a user file in the spool dir.  When you try to log in
again as the new user, it lets you log in as usual.  Please can you
confirm that this works for you.
