[JDEV] Service unavailable

My users can't message or chat.
This is a biggie.

On either message or chat, the sender gets a message:

(Sender is teddy at 198.140.216.68:)
FROM ted at 198.140.216.68. ERROR Code 503 Service Unavailable

(Sender ted at 198.140.216.68:)
FROM teddy at 198.140.216.68. ERROR Code 503 Service Unavailable

Any pointers?
