This is what you send:

SEND:<iq id="5" type="set"> 
SEND:	<query  xmlns="jabber:iq:register">
SEND:		<nick>myicq</nick>
SEND:		<password>chinna</password>
SEND:		<key>381777e8d5b2ded17cea280bb16c952b4af120a9</key>
SEND:	</query>
SEND:</iq>

There are two errors: It should be sent to the icq-transport, and you
should supply you ICQ-number in the username filed.
