[JDEV] 0.9pre4 weekend release

The 0.9pre4 server release is immediately available at
http://download.jabber.org/dists/0.9/pre4/

We're cleaning up the autoconf/automake build system tomorrow and doing
some more testing in preparation for a 0.9RC release Monday.  So anyone
wanting to help ensure 0.9RC will build and operate in their environment,
grab this release and report back to #jabber on irc.openprojects.net this
weekend.

There are quite a few fixes and enhancements in pre4, a detailed list will
be included in the RC announcement Monday.
