[JDEV] design document

I was using one, but I had it checked off (and then moving from 
Windows to UNIX didn't help ;).

In any case I updated the file as an HTML document.
It's now at

Again, I apologize for the messy text file. Just in a hurry to get 
things a cookin' :).
