  That'd be a really tough one to answer, and I'd say comparing web server 
statistics on this very thing is a good example..

  Example 1:

  Server is a PII300 serving up HUGE memory cached static web pages

  Outcome:

  Overloaded T1

  Example 2:

  Server is a PIII750 serving up CGI scripts from a disk based database

  Outcome:

  The disks may become an issue, with millions of request, and probrably will
  take more processing time, and hence, a T1 would serve fine do to the data
  access time.

  Example 3:

  A KryoTech K7-1000 w/64 Megs serving 10,000 users.

  Outcome:

  That's a gimme..  Memory's going to hurt this puppy bad, no matter HOW fast
  it can swap to that there disk..  ;-P
