I'm not sure we can 'officially' police it, but I'd say that the only
officially supported namespaces would be ones approved and posted at
http://protocol.jabber.org/ns.html. Anyone can come up with a new xmlns, and
we really DON'T want to stop them from doing so, but I'd say we point all
extention developers to http://protocol.jabber.org/ns.html as a guide,
generally..
