[JDEV] Updated Jabber Server mini-HOWTO

Greetings from the PR and Documentation world! It's good to see that we
all managed to get through Y2k and the associated hype. My hat goes off to
those of you like TCharron who put in some extra hours over the deal.

For your perusal, I have updated and completed the Jabber Server
mini-HOWTO. The main goal of this mini-HOWTO is assist administrators to
install and configure the Jabber server. I would appreciate your feedback
from the document. If you have come across some critical piece of
information in setting up the server that is not included, please let me
know. If there are errors in the document concerning tags or anything
else, please let me know. In short, don't hold anything back -- let me
know! :)
