[JDEV] A bug in the roster

Hi,
can anyone tell me if this is a bug or there is something wrong with my
server.
Let's consider the following situation:
1. We have two users A and B with empty rosters. And both are online.
    /they have sent <presence/> tag to indicate they are online after
logging.
2. A adds B to his roster and sends him <presence to=B type="subscribe">
    /B is the jabber ID here/
3. A's roster gets updated /that's OK/
4. B does not get this presence request. Instead his roster gets updated:
/No push/
    a new empty item is added for user A
