Uhm, XML is not the limiting factor at all, you can do everything with it...

But maybe I misunderstand you, are you refering to storage or to filre rules?
For storage, a true DB is of course superior in speed and size (at 
least for sufficently large amounts of data), but for filters XML is 
no problem at all - it only depends on the DTD you define.
